Sub-story of #25.

Scope:

  • New crate linux-hello-totp (error, db, provider, migration SQL)
  • DB schema: totp_secret, recovery_tokens, totp_used_windows tables
  • Add RecoveryToken variant to AuthenticatorId in linux-hello-core
  • Workspace + daemon Cargo.toml registration
  • Add TOTP migration to crates/linux-hello-daemon/src/db.rs
